6 The Football League AGM. Stoke City's forlorn bid to
remain in the UEFA Cup produces sympathy but no chance of
reversing the European Union's decision that they had
finished too low in the League to qualify. The 'one city
one club' ruling, which had stood for many years as a
legacy from the Fairs Cup, turns out to be a millstone
now that UEFA have decided to abide by their own statute,
but this is no consolation for bitterly disappointed
Stoke. Everton may yet get into the competition. No
shocks on the re-election of clubs to Division Four. All
are re-elected, with Kettering's 20 votes coming nearest
to the Workington total of 28.

The FA
announces a new disciplinary code . . . Leeds are banned
from European competitions ... the managerial
merry-go-round starts again.
10 A strong statement from the Football Association
establishes a disciplinary code for the 1975-76 season.
The Daily Telegraph writes: The Football Associ a I ion
yesterday brought a heavy disciplinary foot down on those
players and clubs who have been flouting the appeals
system. Next season, any player accumulating 20 penalty
points will be banned-and there will be no delaying
tactics by dubs lofree players for vilal matches. Under
the new system, agreed yesterday by representatives of
the FA, Football League, Professional Footballers'
Association, and the Managers' and Secretaries'
Association, players on 20 points will be called before
an FA commission. They will be entitled to enter a plea
in mitigation but, unless the player's previous record
persuades the commission to waive a ban, the only point
in question will be the length of suspension. Depending
on the nature of the player's offences, he may be banned
for one, two, or three matches. Any player sent off nexl
season will not be able to contest the referee's decision
but, instead of the present three-match ban, he will miss
only one match - and also collect 12 penalty points.
Clubs will have to bear their share of responsibility for
the conduct of their players. A club will be called
before an FA commission, should their players accumulate
100 penalty points.'
12 Gordon Lee (Blackburn) is the new manager of
Newcastle. Joe Harvey becomes general manager.
13 Mike Summerbee, the Manchester Cily winger, joins
Burnley . . . The UEFA Disciplinary Commission places a
four-year ban on Leeds United for the misbehaviour of
their supporters at the European Cup final in May. Leeds
will be excluded from Europe on two occasions during the
four-year period . . . Dave Watson moves to Manchester C.
from Sunderland in a deal involving £175,000 cash plus
Jeff Clarke ... Willie Morgan is back with Burnley from
Manchester U.
20 New managers are appointed at several clubs-Jim Smith
takes the place of Gordon Lee at Blackburn, and his job
at Colchester goes to Bobby Roberts. John NcNamee is the
new boss at Workington.
27 Leicester sign Steve Kember from Chelsea for £80,000.
