1 'Identity cards for football fans and the ending of British Rail specials become imminent as the soccer authorilies, politicians and magistrates act in an attempt to halt hooliganism.' writes the Daily Mail. The Football Association urged a two-point plan for transporting fans to and from away matches. 1. Trains would be chartered by either official supporters' clubs or the football clubs themselves, and the organisers would be responsible for the behaviour of the fans. 2. British Railways cancel all football specials for the rest of the season, and there won't be any 'cheap day returns' on Saturdays until 3 p.m. Clubs may charter their own trains but they will be responsible for any damage. Alan Hardaker says, This regulation came about three or four years loo late. And I don't like the expression 'soccer hooligans' -they are merely hooligans, no-one wants them in football.1

Billy Bremner and the others will never play again for Scotland on any level. Bremner says, 'I am staggerd. I don't know if I shall be allowed to appeal.' In addition, Ronnie McKenzie of Falkirk who has been with the squad says that he does not want to be considered again for selection as trainer to the Scottish team ...

A new scheme is proposed following discussions between the Football League and the Professional Footballers' Association. This scheme, which might start next season, includes the introduction of compensation payments, which will replace transfer fees when a player moves to a new club at the end of his contract. The compensation has computer-like dimensions, being based on the basic salary offered by the new club, multiplied by a factor determined by the player's age and the Division he has been playing in. The multiplying factor has yet to be decided by the Secretaries of the League and PFA, Alan Hardaker and Cliff Lloyd respectively.

Contracts end on June 30 and clubs must notify players by March 1 whether they intend to re-engage them, and on what terms. If the terms are less favourable than those which the player has been receiving he can move to a new club without compensation being paid. The League will publish a list of players offered terms by their clubs, and as soon as they do so, players can start negotiations with interested clubs. Restrictions on signing-on fees will be abolished and any such fees will be paid in weekly instalments over the entire period of the contract. There will be no transfer deadline under the new system.

Another far-reaching step is the proposed abolition of the apprentice system for 16-year-olds. In future all players between 16 and 18 may sign only as part-time contract players. Clubs will have to train such players in an outside job or make adequate provision for their further education. There will be no maximum wage for them, and the minimum wage for all full-time contract players will be £30 a week, instead of a scale varying with age and Division. But the entire system is to be the subject of further discussions with all interested parties.

9 Arthur Horsfield joins Watford from Charlton ... Paul Crossley (Tranmere) and John James (Chester) change clubs . . . Jimmy Adamson, the Burnley manager, says that the new 'freedom of contract' system would kill football if introduced in its proposed form.

Leeds United reprimand Billy Bremner and warn him about his future conduct as a consequence of his being banned by Scotland.

11 Leeds are warned by the FA that if their disciplinary record does not improve, they will be fined. The Yorkshire club, in the company of eight others including Birmingham and Southampton, appear in front of a special committee... England manager Don Revie advocates the birching of 'soccer hooligans' in a broadcast. 'We have tried everything, we might as well try this drastic deterrent' . . . Norwich manager John Bond attacks Manchester City's over-defensive methods in the League Cup tie against his team at Norwich, and says that football has no future if teams persist in boring the public ... It is announced that there will be a train and bus strike in West London on Saturday as a defensive measure against the invading Manchester U. fans on their way to Q.P.R.

13 Another high-scoring day in the First Division underlines the bright opening to the season. Manchester U. lose their unbeaten record at QPR, but West Ham cling to theirs with a last minute equalizer at Leicester having been 3-0 down at half-time . . . Milan's club President Buticchi has been ousted and a group of businessmen have bought up his shares for over £1 million. Ex-player Gianna Rivera will run the club with the help of the veteran coach Nereo Rocco

18 Freddie Goodwin is sacked by Birmingham. He has been with the club for five years, and brought it up from the Second Division in his Second season, but they have collected only two points in their first seven matches this year. Goodwin says: 'I've no regrets about my years at St. Andrews. I've always given 100% and had faith in my methods. But a bad start to the season meant that the board and myself have been increasingly on trial'. Willie Bell takes over as caretaker manager until a new man is appointed.

19 Sheffield United sign Chris Calvert, the York City full-back for £30,000 ... Frank Worthington - dropped by Leicester for last Wednesday's League Cup tie—asks for a transfer, but manager Bloomfield says that he won't be allowed to leave the club.

22 It is announced following an FA Council meeting that England players will get £5000 each if they win the European Championship. There will be a £2000 bonus payment for reaching the quarter-finals, and £1000 each for victories in the semifinal and the Final. Don Revie says, 'Let me make it quite clear that when I ask players to pull on the England shirt I expect them to do it first of all for the pride of playing for their country. But football is a short career and the players' rewards should be proportionate to the amount of money the national association collects as the result of their efforts' . . . The same FA Council meeting agrees to raise Cup final ticket prices-the gate receipts in 1976 will be £420,000.

23 Marcus Lipton MP attacks the bonus plan for the England team. 'Apart from any other consideration, this business of bribing players to play better or rougher than they otherwise would, is going to kill this sport' be says. This is sheer prostitution of the game of football. How the devil can we expect ordinary people to have £6 maximum increase when these vast sums are being offered to soccer piayersT ... In the evening fixtures, QPR beat Leicester 1-0 and move to second place - still undefeated ... But Crystal Palace's run ends at home when they are beaten by Brighton . . .
